Question about 1999 Dodge Ram
46RH transmission has no second gear. Could it be one of the soleniods on the valve body? Which one?
Sounds like the bands need adjusted. Grab a Haynes manual from advance auto parts and follow the procedure for that. Its a simple and cheap fix. You pull the pan and remove the valve body, grab your torque wrench and tighten the bands to specs. Might just save you a transmission rebuild.

Does it shift into 3rd at the right speed? If 2nd is just missing, try adjusting the kickdown band. (front band). The adjustment screw is on the outside of the case.
