Yes it is normal. Functions like a childproof pill bottle cap.

Did you get it started by pushing on the Gas Pedal?

It sounds like you have an Electrical Issue with a Sensor if it died like that.

Why do i have to rev. my engine to start my kia rio everytime after i put gas in the car

I had the same problem with mine about two years ago. The problem drove me nuts for six months. The solution was replacing the purge valve on the intake of the engine. With the purge Valve hung open when refueling raw gas vaper is washed into the engine causing the engine to become flooded after fueling. Hope this helps and good luck.

I am currently having the same problem with my 2007 Kia Rio SX. I have to leave my car on at the pump to even be able to drive it away with minimal problems; it still sputters and will rev the engine very high until I turn my car off and let it sit for about an hour.
I took it to Advanced Auto the diagnostic machine gave the code P0496. This apparently has something to do with a Vapor Canister Purge Valve, which prevents vacuum from entering the fuel tank during normal purge operations. I know at Advanced they had one for $46, but I do not know how to replace one yet, or if I'll have to take it to a mechanic.

Make sure your gas cap is on tight(turn until you ear the "click" or replace the gas cap. The light should go off after about 20 to 30 miles of driving if that is the problem.

There are several things that can cause this. Worse case scenario, the timing belt broke and you are going to have one heck of a time getting everything repaired. Before you go pulling the fuel pump and everything, check your fuses, on the engine valve cover there may be a small circlular rubber plug you can remove, remove this and while looking at the hole have some one turn the engine over. If, while the engine is turning, you don't see the sprocket that is visible once you remove the plug turning STOP. The timing belt has broken. You will need to rebuild the engine at least partially and depending on what kind of damage was done may have to remove the cylinder head and have it repaired as well. Another step to verify is to do a compression check on the motor and see if you have compression on all cylinders. No compression after a situation like this can also indicate a broken timing belt. Unlike most v-6 motors the typical 4 cylinder uses a belt instead of a chain and is only really visible after partial disassembly. With the electronic coil pack you can no longer just look at the Distributor to see if it turns.

2003 Kia Rio Check Engine Light

Obviously if it is a large evap leak it isn't the gas cap, if your car has an evap canister have someone check this to see that it is operating properly and no leaks at hoses going in and out of it.

Check Engine Light

There are over 100 things (and yes the gas cap is one) that will turn on a CEL, run a trouble code test, Kragen and Auto Zone do it for free as well as other chain stores like them.
