on the vue there are two ways, i will only recomend one, because it is the proper way, (if breaks were serviced properly there would be no reason to bleed.) take it to some one with a never odb2 computer and do an automatic bleed through the abs pump via the computer.
ps. when installing breaks on any vehical newer than 88 or with and abs pump you must open bleaders at the calapers (with the bleeder hooked up to a reclaimer) to compress the caliper.

Sounds like it may have some shorted wiring in the steering column or a shorted relay. Try pulling the relay labeled for the horn and switching it for a similiar relay out of the fuse box.
