most likely your bendex wheel in the starter is not engaging the flywheel this could be due to a bad solenoid on the starter. chances are it's a bad starter, i would check to make sure all connections to starter are tight and you have atleast 11.5 -12.5 volts of current in the battery. low voltage can cause this problem as well

You gave no specific info about the year or make but all starters are located at rear of engine (length wise) where the engine and transmission bolt together.

Yes, you are probably right about the spacer or shim. A salvage yard should have lots of them for little or nothing. When you remove the starter for the spacer, check the drive gear end of the starter for severe wear. If it is chewed off very bad, have a new drive gear put on, or replace the starter.

Had same problem, turned out to be dry joint in main power relay module, when it cooled down PCB contracted and made good connection. Changed unit and all was fine.
