With the driver side under dash panel removed, you should
see a small vacuum. hose going to the release diaphragm mounted at the top of
the park brake. Verify its connected, then remove it, depress the arm on the diaphragm
with one hand while sealing the nipple where the hose connects with the other,
if the diaphragm is leaking, the arm will not stay retracted. If it does stay
retracted, then I would trace the hose for a kink or split. The release diaphragm
is usually the culprit and rather a bugger to change. Good luck.
Otherwise there is a switch mounted on the steering column, under the dash which is in the parking brake release circuit which is where I would look next if the vacuum system is fine.
The cost of first finding the problem and then fixing it will vary on your area plus depending on what may need to be replaced. hoses are pretty cheap but other things will be more. I'd say you check it first if you feel comfortable doing so, otherwise I'd give a range of $50-$300 for going somewhere possibly but again it depends on where you go and where you live.
