The blower relay switch the current from high to lowers speed
try to switch the blower relay in convenient center with another one similar. you will know and don't cost much

sounds like the blow motor resistor it should be located somewere near the blower maybe. under passenger side dash.....it will be a wide plastic plug with about 4 or 5 wires..
