Regardless of the battery being new, #1 priority is to make sure the battery is fully charged.
Did you test the battery or starter before replacing them or just buy new thinking that would fix your issue?
Is it cranking at all? Do you hear a click when you try to start the car? Are the lights on the instrument panel working, do the headlights work? What make/model/year vehicle is it? Are you getting a security light warning on the instrument panel, if yes, do you have a different ignition key that you usually use.
These answers would help identify a problem.
If it's not a security issue, turn the headlights on and then try to start the car. If the headlights dim it indicates a problem with the starting system. If the lights go completely out it usually indicates bad electrical connections. If the lights go out completely clean your terminal connections, check your ground connection to the vehicle/engine and try again.
you may have the wrong battery,that battery dont have the right cranking power,but before you change it clean up your positive cable properly because you not getting the rite current to that starter,find out what,s the cranking power should be,and also check the hot lead to the starter

The starter cranks the engine !It's really called a cranking motor not starter . Do you know where that comes from ? Before electric starters you cranked the engine by hand . Suggest you take it to a qualified repair shop.

You can bypass the switch ignition connect one side to the positive batery and the other in the starter solenoid, must be RUN, and isolate the problem.
if you use a test light and check for voltage on the big wire at the starter this will tell you that the wiring from the battery to the starter is good.now check the small wire at the starter while someone tries to start the car you should have power to that wire.if you do then the wiring from the ignition switch to the starter terminal and everything in between is good.the problem is the starter solenoid or the starter.its a good idea to replace the starter as a new solenoid comes with it as apposed to changing only the solenoid and the starter goes bad shortly after.if you don`t have power to the terminal then check the neutral safety switch.
Starter Fuse? Possible failed ignition switch. Loose Cables on battery or starter. Starter not grounding properly. Bad starter Relay? Use Voltmeter check voltage going to main starter wire while someone cranks the motor if not power check power to starter relay while cranking if no power suspect ignition switch.
sounds like the starter is not engaging the flywheel if the starter make noise like a power saw and the engine is not cranking may be the starter solenoid is not working I have seen this happen whit brand new starters now before you change your starter again ask some one to turn the key for you and see if the crankshaft or any otter pulley is rotating. if noting turn then replace the starter again and ask them to tested for you at the store and see if the gear comes out like it shut. If you see the crankshaft and pulleys rotating but the engine wont start you have otter problem if the engine hardly turn whit a fully charge battery or jump start from another car take all spark plugs off and tray again whit out the spark plugs if coolant comes out of the engine you have a floated cylinder and a blown head gasket. Note may be a good idea to change your battery clamps wile you are at it or at leas clean then using a wire brush bad contact on battery clamps causes to lose power doing start. hope can help you good luck. :)
