Hi Jaco, I was not aware that manufactures produced non fuel injected cars these days. Vehicles with carburettors are fed with low pressure pumps, so observing the fuel pulsing through the fuel line is not unusual. If the vehicle starts and gives problems at idle and or low engine revs I believe the problem could be contaminated fuel. It would not do any harm to replace the fuel filter as a first operation. If performance improves you're half way home. A common fault which can occur with carburetor metered engines is that dirt contaminates the jetting inside the carb, which will mean removing it, stripping, cleaning and reassembling and adjusting it once it is fitted back to the engine. First, try swapping the eec relay with a known good unit and see if the problem persists.
Second, you could be experiencing a problem with your ignition module overheating, causing high resistance in the circuit. When the vehicle sits for a while, the circuit cools and will allow the current to flow again.

Start with the simple and replace the fuel filter. The fuel filter should be replaced every 15,000 miles or once a year to ensure the fuel system is running 100%. Auto Zone will have the fuel filter and can give you the step by step instructions to getting the job done with common tools. If it's the fuel pump failure, you have not gotten the car restarted. My 2004 had the same issue and i replaced the transfer pump. It started right up and ran fine until the next morning i was driving it stalled. Now it won't start up not even with starting fluid.
