Check the electrical system--distributor cap and plug leads for moisture. Check all wire connectors for water ingress and dry out. If you were driving for some time then the cat converter would be hot and immersion in water such as you describe is the best way to crack the insides and block up the exhaust.

SOURCE: 1999 gmc sierra starting back firing and ran rough

Sounds like the fuel pump. Simple check put key in ignition turn to on position Pump should buzz. Another way to check use a rag and hunt down schrater valve on the fuel rail on engine. Wear eye protection put rag around bottom of schrater valve and press down on valve. Fuel should shoot up at you if not your pump is bad.

SOURCE: MY 1997 GMC sierra 2500 diesel stalls. you can be

Purchased a new gray Standyne Fuel Solenoid Driver kit with heat sink and extended wire harness. Mounted on left fender well and was able to do the work myself in about an hour. No need for injector pump work. Solved stalling issues and it starts up easier as well. These are all over ebay. Very common issue with this engine, and the GMC knuckleheads knew about it and didn't do anything to educate dealerships on a permanant fix.

starting definately has a lot to do with the crank/cam position sensors, but it wouldnt have nothing to do with hot or cold weather, oxygen sensor will make the vehicle run too rich if its out, you will smell fuel very strong out the exhaust, that could make it run sluggish also, and usually if the mass air flow sensor goes out the vehicle wont start at all...

Starting/stalling problem

it could be your pmd, they get to hot sitting where GM located them from the factory. check on relocating it they sell kits for it as this is a VERY common problem w/the 6.5.

have you tried bleeding the system with the engine running and turning full lock both ways? also inspect the belt make sure its tight enough
also make sure that you do not have a leak in one of the lines etc.
