Check the fuel system pressure - sounds like the fuel pump or fuel pressure regulator. As you increase speed the engine requires more gas and it sounds like it's starting to starve at 50+.

Started jerking and would not start back has gas in it

turn your key to the on position, you should be able to hear the fuel pump put pressure in the lines, if not you have a bad fuel pump or fuel pump relay

2003 Dodge neon is jerking while trying to shift.

Cheapest thing to try is a fluid flush and filter change. Unfortunately, if that does not work, then next bet is probably a rebuild.

The engine light comes on and flashes 9 or 10 times- the car will try to start but wont turn over

this is the anti-theft system.
TO bypass this:
Insert key and turn to ON position
Leave in on position for EXACTLY 10 minutes.
As SOON as light turns off, start car.

1999 town and country a/c blower fan in front does not always start when you start the car...it comes on later as you drive down the road?

If you have A/C, there are 2 fans. One is the A/C fan, the other is the radiator fan. They only come on when told to by certain sensors. If either or both came on as soon as you started the car, that would be a problem. So, no problem.
