Remove the panel, get a new window regulator, install it and you will be good to go. the regulator runs on a steel cable and it will fray and break

I'm thinking of buying a 1995 toyota 4 runner for my son who is 6ft 7in. The manual adjustment for the driver side seat does not go back far enough. Is there a fix for this?

i'm 6-1 and i have trouble fitting in there. you would need to get the seat tracks customized, but if you do please do it right and have a reputable shop do the work. i believe there may be retro fits available for this.

1994 olds 98 rear seat belt (behind driver seat) is stuck

If brute force doesn't unstick it remove the back seat and pull the cover off of the reel. The problem should be apparent. You can turn the reel with a large screwdriver if need be.
If the belt is damaged find another one at your local recycler, the side reel is behind a plastic panel that is easily removed, the assemblies are held in by big bolts.

Seat Belt will not retract on 98 Pre Runner

When you replaced the belt did you make sure that the position of the belt assembly was the same. A slight misaliengment can affect the return mechanism. Pull the full length of the belt from belt coil Slacken the securing bolt moving the assembly will most likely allow the return of the belt.
If it was an old unit perhaps a drop of WD40 will release the mechanism.
Hope this helps
