My car whines when stated from cold, then dies downonce warmed up it sounds like the noise a fan belt makes

Replace the belts when they are worn and or dry rotted they become brittle and slip. sound is much worse when vehicle is closed. I would also try shutting the A/C off also sometimes the compressor will make a lot of racket if the clutches are shot.

is engine turning over but not starting and running? if so I suspect the timing belt has failed, if this is the case it will have caused engine damage

Had this same problem, it was a loose alternator belt. If there is one thing I have learned in my experience, it is start with the easiest things first. Check the tension on your alternator and serpentine belts. Both should have manual adjusters as apposed to being able to auto tension.

That sound, under those conditions, usually indicates a bad p/s pump, as you suspected, but first check the fluid level of the p/s. Low fluid will also cause the pump to whine like that.
