1997 dodge caravan, 3.3 engine, runs rough sometimes

Always shakes when reversing, check engine light stays on no matter what I do, changed plugs, wires, distributor block, alternator......bucks on highway, then stops and runs normal for a while, then bucks again, only lasts about a minute before it runs smooth again. If engine light goes out, it comes back on again shortly,

The 1st thing to do is go to any Kragen or Autozone parts store and have them run a trouble code test for the reason the light is on, it is free, then post that code back here.

You seem to have changed a lot of parts in an attempt to cure.

Important to start with a code read to provide clues to the cause of the fault. Fault codes aren't always accurate alone and live data and freeze frame data should be used in combination.

It is best practice to then, instead of jumping in feet first, verify the routine maintenance is up to date and competently carried out and carry out a thorough visual inspection.
This is before any repairs are begun and then any stored faults are erased from the memory and then carry out a roadtest if the fault isn't apparent or if it is carry out a new code read and begin repairs or replacements of faulty item(s).

It should be borne in mind if a fault code indicates a faulty sensor it doesn't mean the sensor is faulty. What it does mean is the sensor COULD be faulty but it could equally be the wiring, connections or even the ecu.

Shakes at 40 mph

Double check the ignition wires. It is easy to reverse a pair of wires by accident when they are being replaced and it will run as you describe.

1997 Dodge Caravan

The switches should no be doing that at all.
The system has to get checked out. The body control module could be going out. There could be a short in the vehicle wiring harness some where.
