1983 Mazda RX7 lacks power rough or no idle

Rebuilt carb, tried adjusting air/fuel/idle bolts, replaced plugs, fuel filter, tested fuel pump. Seems to run rich(draining carb of fuel, strong smell) despite the adjustments to the air/mixture bolt. Can get it to idle at 1500rpm but if revved will drop to 500 and die(usually does this immediately). Will idle with choke. Lacks power, 10 seconds to redline in neutral and dies around 20 mph and bucks in 2nd gear, again, assuming it is running dry. It has good fuel flow, but seems to eat more fuel than being given. Also, adjusted floats, they are not exact, but we are sure they are close enough for the purpose of getting it running.
