Question about 1999 Jeep Cherokee
It could be your brakes. Jack up the car, put on safety stands, block front wheels at front and back of tires, put Jeep in neutral, try to spin rear wheels, listen for any rubbing, dragging noise. It could either be brakes not releasing (feel the center of the wheel after driving, is it hot?), or a brake component loose and floating around inside the drum.
