Question about 1999 Volvo C70
It most likely is your ABS control module. You can have it removed/replaced for $500 to $1000. Or---you can go to Vic Rocha on web where he has diagrams for removal, ship it to him, $140 repair including return shipping and you reinstall. This module fails on all cars between 60K and 100k. Mine has been repaired for several weeks and works fine.
