Question about BMW 323
Certain cars DO use timing BELTS. You cannot determine the condition of the belt by looking at it. If you do know what brands the original equipment is (on belt, idler, tensioner pulleys) and the ones you have in your car are different than stock brand, it has been changed. Though you still don't know when.
