If you cannot find some way to lock the pulley and the tranny is automatic, you have to remove the starter and lock the flexplate gear with a screwdriver or vice grip. Does this make sense?
If you have manual tranny, put it in high gear and set the parking brake.

I have a 1990 honda accord ex and the gear shift keeps locking up and you have to use the key to unlock it on the shifter why is this what could be wrong?

If the car is an automatic, which it sounds like it is. There is nothing wrong with it, it locks the transmission shifter so no one can steal the car and so it won't move or roll.
