Likely the tool you are looking for is the one to push down the lock plate so you can get the snap ring back on?

If you are as cheap as I am, you can make one using a large flat washer with the right size hole in the center...Drill two holes on opposite sides and tap two 5/16 or 1/4" bolts in holes To use it, adjust the bolts so that when you put it on the shaft you can push the plate down by using the shaft nut on it. (still using one I made about 20 yrs ago!!!)

A steering wheel puller, avail as a universal tool from any parts store for about $10 if you are referring to the lock plate depressor then it is made by KD tools as well as OTC tools and avail for around 20 from any full service parts store like NAPA or Carquest.

Steering wheels are not meant to come off easily. You need a puller. They are not expensive.

Steering column is very loose; so do I replace it or can it be repaired without removing it? Where can I see the photos or diagrams of the steering column?

Would help to know what column. Is it the old round column???
Is it tilt and is it moving about where it tilts?
If yes, the column can stay in the vehicle. You will need some specific tools to do this. Amoung other tools you need, a steering wheel puller, Lock plate tool, possiby male torx bits/drivers (depending on year), for certain torx female socket and a tilt pin removal tool.

And it is somewhat a complex job for someone that has not done it before.

This requires special tools, you may want to consider using a shop for this job. You need a steering wheel puller and anti thief device remover.

if your key won't work ,the steering wheel has to come off to replace key switch - special tools needed - if the problem is engine not starting or cranking over - the electric switch the key rod goes down to is on the bottom of the steering column above brake pedal

Remove the steering wheel.
Remove the steering locking plate.
Remove the turn signal switch bolts and hazard button and pull the signal switch up just enough to remove the ignition lock cylinder locking bolt.
Once this bolt is out.....the lock cylinder will slide out.

1993 Gmc Seirra Power Steering

You will have to remove the serpintine belt off take off the Hoses from the steering box be carefull not to strip them out, use some WD-40 or something the make it easier if they wont come off take your time and work them back and forth, If your just doing the pump then take the hoses off the pump not the steering box, take the retaining bold out of the steering pump and it should come right off.
