There is a recall on the fuel pump for this model. You can look up recall info on the internet and find contact info to find out how to get it replaced for free.

If you checked the fuses and they are good it is most likely the fuel pump is bad.

Horn does not work on 1999 plymouth breeze any suggestions why?

Need to check for either a 12V feed at one of the horn terminals with an assistant pressing the horn button. May be an earthed switch so if no 12V then switch your multimeter to resistance (ohms) and check same wire/s for earth when assistant presses button.

Trying to find the fuel filter

For the 1999 Plymouth Breeze 2.0L SFI SOHC 4cyl the Fuel Filter is located under vehicle, passenger side, below seating area, near fuel tank, mounted on frame rail in fuel line.

Hope this help (remember rated this).

Not getting fuel after it leaves fuel pump ,also where are the fuel sensors located ? is there a fuel reset button ? thank you for your help

After the pump, it goes to the filter, then to a pressure regulator next to the fuel rail, then to the rail and to the injectors. There is no fuel sensor in the fuel line, and no way to reset.
When you turn key from off to on, do you hear the pump engage?
Try and replace the filter, it is easy enough. Regulator is next, and also easy.

Where is the fuel pump located in a plymouth breeze 1999, how do I know if it needs to be replaced, what are the things that I should see or check for? The problem I see now is: I try starting it, sounds...

As for as the fuel pump...It is inside of the gas tank..Now what you can do too see if it is bad...1. You can use a fuel pressure gauge to see if you have good fuel pressure coming up to the injectors..or 2. will someone is cranking the car you can get a rubber mallot, and hit the bottom of the gas tank, and see if the car cranks..and if it need a fule pump..Now you may have other problems why the car wont crank..Like spark..or a compression issue..And you may want to check all your fuses first...Goodluck
