A cylinder with a burnt or leaking valve won't have normal compression.

My 1994 Honda Accord Lx running richemission: failed emission test.

When the mechanical timing "slipped" the valve timing was affected. Valves can be bent if they strike a piston. Have a compression test performed on each cylinder. If the compression is low on any cylinder, likely the cause is a bent valve caused by the mis-timed engine. The cylinder head will have to be removed and the bent valves and valve guides replaced as part of a "valve job."

Recently my timing belt and cam balance belts both broke as i shifted into 3rd gear at prolly 25-30 mph i replaced them both making sure all the notches and tdc marks were where they were supposed to be...

When your timing belt broke it's likely that a valve got bent from being out of time and hitting a piston. The first step is to do a compression test and see if you have one or more cylinders low.

Rough idling w/vibration

Sounds like...
you might have a dead cylinder, due to either no spark, no fuel, or low compression.

Rough idle with check engine light

Usually a rough idle on a Honda is a result of the idle speed being too low. What is your RPM suring idle now. Try to increase it using the screw on the idle air control by only a quarter turn at a time. Hope this helps.
