Question about 1993 Chevrolet Caprice

My battery is dead and my head lights are still on. but no other electricity is on.

    If youre engine is running it comes from the alternator.

Your battery is not dead. There is a connector with a stud and nut with wires attached that needs to be replaced under the hood near firewall.

1995 magnum 425 no lights. No head or tail lights. No dash lights either. Dead battery. Did that fry the lights?

A dead battery in and of itself will not damage the lights; a power surge through the electrical system or disconnecting the battery while the engine is running can potentially damage the electronics. including the ECU/PCM.
Or improperly jumping a car's battery could potentially do damage.
With modern cars, if they sit for an extensive amount of time (especially in cold weather with a weak battery), the battery will eventually go dead. Especially that there is a certain amount of parasitic battery drain from the ECU/PCM and other electronic components that need to retain their memory; that's why some vehicle's have battery maintainers and why some manufacturers ship their cars with solar chargers- so the time they leave the factory and end-up at the dealership, the batteries retain their full charge and components retain their factory settings.
You didn't mention how old the battery is or how well it is maintained.

You need codes, electrical diagrams, a volt/ohm meter, and patience to figure it out. But for starters, Find and check all the ground points. No Ohm meter, loosen and retighten all nuts, bolts, and screws for the grounds.

Is there a fuse that protects the tachometer and temperature gage?

wow not even saying what it dont do?
the back light dead or needles dead?
sure all loads on every car made has a fuse
(cept starter)
why not post the full symptoms of what works or not.
then ask how to diagnosis it.,
does car run, and shift ok, doe head lights work
do the warning lights work in the cluster, keyon, no start?

the 1996 suzuki has the only free service

chapter 8a-81

no the IG-coil fuse runs the tachometer (electrics )
if IG-coil blows, engine does cluster lamp test. dead.

the speedometer is not electric its cable driven
is the odometer dead? if yes the cable is dead.

key on , all cluster lamps must glow
or IG coil is blown fuse or battery dead, or main fuse in engine bay blown.

Sounds like a flat battery. Just enough to power your lights but not enough to power the starter motor. Try recharging the battery.and check battery connections are good.

that is a dead battery.
surely head lights work they do , key in pocket.
fix head lights first (path) starting with a voltmeter at the battery
12.6vdc is charged, if ok , check the fuses in the engine bay fuse box called the PDC.

no head lights?
if true fix that first. (dead battery) blown fuse.
try to be more clear...

all cars, check headlights first ,they are hot all the time (laws)
HL are first.
if the battery cant run HL , it sure cant run any engine.

note that you never once said car can be driven? why?
job1, can you do job 1?
battery is going dead
if head lamps are dim its battery going dead, (not dash HEADs?)
notice is did not say battery was bad only discharged.

if engine starts is charge.battery lamp glowing.
i engine is dead, can crank it.
get a jump, call AAATOW
or find a loaned battery that is charged.
buy a battery charger and use it.

also cars can have phantom drains, as you sleep battery goes dead. (ask)

Car won't start

Either an interior light or head lights were left on all night, or there's a dead short in the electrical system, or... the battery completely failed internally such as a weak spot or defect in the plates. At any rate, it all obviously points to the battery. Replace the battery.
