I'll borrow a test light from a friend. I went to Autozone and they didn't see any errors. However, the are unable to ready the service soon light. So they were no help.

a test light will be the BEGINNING, in your attempt to correct this problem with a minimal amount of grief and expense. Little tough to repair a car over the computer , but I keep on trying.

I have a 98 chevy malibu. the tail lights, running lights and instrument lights do not work but head lights do

The good news is that all of these problems stem from the same source: the 15A PARK LPS fuse in the underhood wiring harness junction block. When you set the turn/headlamp/wiper switch to PARK, the park lamp relay in the junction block closes and power is applied to the front marker lamps and the park filament of the front park/turn lamps as well as the tail filaments of the rear tail/stop lamps.

As for the instrument lights, that same PARK LPS fuse applies power to the same turn/headlamp/wiper switch that, when set to PARK or HEAD applies power to the variable panel dimmer switch which lets you set the illumination level. Switch output is applied to the lamp dimmer module and module output passes through the 10A INST LAMPS fuse in the right I/P wiring harness junction block to the instrument lamps

I have a 1999 chevy malibu that has a "service vehical soon" light that came on after i replaced the rear break light bulb.

This is a pure coincidence. The service Vehicle soon light is for your oil change. Check your mileage since the last oil change. If it has been less than 3000 miles, you should reset the light by turning the ignition key to the on position and immediately press the gas pedal all the way to the floor three times within 8 seconds. This will reset the light, and you will need to reset it again every time you change the oil (even if it hasent come on yet).

The Tail lights and Instrument lights are usually on the same circuit so both will go out if the fuse for the circuit blows. Check for a blown fuse for this circuit and replace if out. If fuse continues to fail, check the tail light or side globes for a faulty globe and replace if necessary. Also check for any chafed wires that could be shorting to the body causing the fuse to blow.

The gauges don't work

The instrument cluster operates independantly of the lighting for them. You could possibly have a fuse somewhere that has blown causing all gauges to stop, or it could potentially be that the cluster itself is bad and needs replaced or this could be a sign of a wireing harness failure of the instrument cluster. I'm afraid your best bet is to take it in and have it looked at by someone trained in dealing with those parts of the system.
