Question about Mitsubishi Eclipse
It could be the fuse but usually the whole instrument panel runs off of one fuse... so if nothing else on the panel works definitely check the fuses... more likely either the voltage stabilizer mounted on the back of the cluster is faulty or you have a wire fault between the gauge and the sending unit or a bad sending unit itself... if you can locate and access the power wire running to the sending unit and ground it while the key is on, the gauge should climb to "full"... if it doesn't the problem is in the cluster, if it does the problem is the sending unit (in the tank)... If it was a fuse problem none of the gauges would work or the warning lights. The problem is caused by a defective fuel gauge sending unit that is located of course inside the fuel tank. To rpelace this part requires the fuel tank be dropped out of the car.

The issue may be the the in tank fuel gauge float. Over time these can corrode and/or get gummed up which would cause it to get stuck. Another issue maybe the wires running from the in-tank pump to the gauge cluster, if one of the wires has become loose or broken, this would cause the issue as well.
