Most cars with injection have a fuse and relay for the pump. about the battery...a bad battery may "appear" to be may have 10 or 11volts, in some cases even 12, but they are not usable volts, if there is an internal short or breakdown inside the battery. This is why a volt and load test are essential. (Must hold a minimum of 9.5 volts under starting load)
If a battery cannot pass a load test, voltage may be used up by the starter, depriving the remainder of the engine components of proper voltage. No valid systems tests can be done unless a good battery is installed.

Yes camry 97/98 does have fuses that control fuel pump.

Recharge battery and have a look at your kick-starter.

Bad relay. Bad fuel pump. You can go to the fuse/relay panel under the hood and swap relays with another one like the A/C relay and try it.
Then the pump may have gone. One common cause is driving with 1/4 or less tank of fuel. Fuel in the tank is very important now days as it keeps the pump thatis inside the tank cool.
Also if you turn the key and don't hear the pump, wait a few seconds before turning it again. If you turn the key off and on too fast the system does not respond that fast.

Thanks for choosing FixYa and welcome to the site. Listen to hear if you can hear the fuel pump kicking on when you first turn the key. You should hear a humming sound for a second or two. If you do, it is working, If not, it is not working. If so, check your fuel pump fuse, relay, and shut off button if you have one. It could also be bad fuel injectors. You can pour fuel into the intake, if it starts, you have a fuel issue. If it doesn't, it shouldn't be fuel related then. If these all check out, if you don't have inside power, it is a connection problem with the battery or a bad battery. If you have power and there is a clicking sound, clean the battery terminals and post, check the connection. Make sure the battery is good. If you turn the key and there is nothing, you have a bad starter or starter solenoid. Check your ignition fuse also. If the starter is not getting the correct amount of power from the battery, it won't start. Make sure the alternator isn't draining the battery as well.

It does sound like the fuel pump may have a problem, however, usually when they go out they completely fail and don't work at all.

I would recommend changing the fuel filter first, which is not too expensive. If that doesn't help, you probably will have to change out the pump.

Good luck!

IT WONT will start if sprayed with starter fluid with it being on jumoier cables but then dies

sounds stupid as it may but the oil pressure sensor needs to be replaced. The fuel pump primes off that sensor to start up the engine. Once oil pressure is acheived the computer turns on the fuel pump relay to take over the pump

Van just shut down and wont start

Check all your fuses first. This is a easy check and could save you money. Make sure your battery is fully charged and you have no bad connections. make sure your fuel pump is kicking in when you turn your key. You should hear it for a second or two. You might not be getting fuel to the engine. If you turn your key and hear nothing, check your battery. It may be your starter as well. If it cranks and doedn't start, check the pump. Your fuel filter may be clogged. You can spray engine starter into your carborator, then try to start it. If it starts and dies, it could be your pump. If it does this, you are getting fuel. Try the fuses first. If you need help otherwise, just write me back. Best of luck.

Toy starts runs 10 seconds and stops change fuel filter now wont

When you tur the key forward do you hear the fuel pump running? You should hear a low hum for about 20 seconds near the gas tank and then it stops. If you hear this your pump is good. If it keeps running or you can't hear it at all it's bad or the main fuel pump fuse is blown.
