Either your pump has gone or you are low on fluid

The Vue has no pump or fluid for that matter. It is electric assist rack & pinion.

Refer to shop for power steering pump output. You don't play with hydraulics.

My 2003 saturn vue makes squealing sound at the steering even at a slight turn

Sounds like your serpentine belt. I would check the condition of your belt on the engine. It is possible that you could also have power steering pump issues. Check belt condition first, Second if the belt is not glazed and looks ok remove the belt and check movement on power steering pump pulley to see what what type of resistence is presen while turning pulley. If so, pump should be replaced. This could be causing belt to slip and make the squeeling that you are hearing. If no resistence on pump replace belt and varify repair. Good luck.....

Anytime I have to turn, left or right(mostly right) the power sterring stop working

how it seems that your rack and pinion is going out making the vehicle very hard to steer. first i would check your fluid and make sure that it's full and make sure it's not over full if it's over full the unit will mess up.

No power steering assist

There are numerous customer complaints about no power assist, check the steering wheel sensor, if it's ok most likely the pump is defective.

Fluid check

The 2002 thru 2007 do not have the traditional hydraulic power stering unit that requires fluid. In these models, power assist is provided by an electrical power steering unit. Nothing to check there but the battery.
