1995 starwagon not starting - there is power to spark plugs starter moter is turning over but engine won't start
You checked for, and have spark, next check for fuel to plugs. After several attempts to start, pull a plug and look for evidence of fuel (should be damp after several starting attempts) Do you hear a humming sound when the key is turned on to start? That would be coming from the gas tank, and is evidence that the fuel pump is functioning. If no gas, no humm, check for power to fuel pump. If there is power to the fuel pump and connections are ok, the pump is bad and needs to be replaced. If humm present, try changing the fuel filter, there's a chance it's plugged up. Theres 2 main reasons a piston engine cannt start: lack of spark to the plugs and or fuel to rhe cylinders.
If your are absolutely sure spark is strong and getting to the plugs. You still need to check the timing. Is the spark going in at the rigjt time. Make sure distributor hassnt been disturbed or moved out of the correct position.
Are the leads in good condotion ? If frayes or worn power wwill short between them.
Now to the fuel. Check as prwvoius comment. What kind of system you got? Carburettor or injection. Carbies are notorious for getting blocked jets or leakages. Check fuel in float cup area.
Injection are the injectors spraying correct fuel to the cylinder.
Check if your battery is strong, cranking.fast enough. Make sure to to kill the battery. Shrt burst, do not overcrank and o/heat starter motor.

Car not starting or turning over indicates towards multiple possibilities.
