Question about 1993 Lincoln Town Car
Sounds like false activation of ABS. Usually this is caused by to much variance in the wheel speed sensors side to side. See the wheel speed sensors on this vehicle generate an AC Mhz signal that is sent to the ABS module if it see's a 100 Mhz difference from side to side it interrupts this as a possible ABS event and will activate the ABS.
The ABS system turns off around 20 mph because you do not need ABS at slow speeds if you have this condition of speed variation and a signal to turn itself off at the same time it gets confused and you have a pedal kick back.
Inspect the sensors and the sensor rings at each wheel.Make sure you don't see any cracks in the sensor ring(will have teeth on the ring that passes the end of the sensor,this is how it generates the signal). Check the gap between the sensor and the rings on this model it is 0.040. If you don't see anything obvious the only other option is to measure the freqency of the sensors while the wheels are spinning at the same speed and compare them side to side.
