Sounds like false activation of ABS. Usually this is caused by to much variance in the wheel speed sensors side to side. See the wheel speed sensors on this vehicle generate an AC Mhz signal that is sent to the ABS module if it see's a 100 Mhz difference from side to side it interrupts this as a possible ABS event and will activate the ABS.
The ABS system turns off around 20 mph because you do not need ABS at slow speeds if you have this condition of speed variation and a signal to turn itself off at the same time it gets confused and you have a pedal kick back.
Inspect the sensors and the sensor rings at each wheel.Make sure you don't see any cracks in the sensor ring(will have teeth on the ring that passes the end of the sensor, this is how it generates the signal). Check the gap between the sensor and the rings on this model it is 0.040. If you don't see anything obvious the only other option is to measure the freqency of the sensors while the wheels are spinning at the same speed and compare them side to side.

I can't get my 1999 lincoln town car to start

I will try to give you 2 sets of senarios depending on whether it cranks over or not.

There is a safety switch on the Brake pedal which sends a signal to the Brake lights and a starter circuit. If the Brake lights do not light up with a foot on them, then a starter signal will not go through either.

Look under the Driver's dash for the Brake switch on the Brake pedal lever. It could be broken of pushed out if place.

Cranks but no start. The Inertia switch is common problem. It can be located in the trunk or behind the kick panels of the front floor. It has a reset button to push.

Loss of fuel pressure. After checking the Inertia switch if you still have no fuel pressure the pump may be bad.

Now there are other reasons like a dead battery, bad starter, etc.

We need more details to supply additional answers.

When the anti lock brake light on my 93 lincoln town car comes on, if I am pressing on the brake at the time, makes the brakes grab. It also happens just before the light comes on. I have had the front and...

the abs light on the dash should come on when the abs is working (emergency braking)if it comes on when braking normally(gently)chances are a sensor is gone(replace in pairs, fronts & rears)
abs stops the wheels from locking up in an emergency brake situation, you will feel the grab-release,grab-release on the brake pedal......

Anti lock stuck on is the sensor known to fail brakes soled and sounds like air presure being released at brake pedal

Frist is your pedal hard to push? Like stepping on a rock. If so, and your hearing air at the pedal, then your master cylinder is faulty and must be replaced. Hope this helps.

is this type that uses the indicator bulbs as brake light or the europeon type with seperate lights ??,check for feed to brake light switch first then hold down pedal and for current coming from other terminal.if its all working then check wiring connectors at back where they split to either side what you call pigs tails??if its the other type of wiring where the brake lights also use the indicators then their is some sort of relay but i havent a clue how to check that one out as when i have had american cars to import i have had to rewire to europeon standards .
