Question about 2000 Pontiac Sunfire
The service light with wrench is for service vehicle and is on possibly because there is a burned out light bulb on the exterior. turn lights on and check every light even the license plate light. i bet there is a bulb out somewhere. check every light and hopefully this is the problem.

If your headlights or fog lights do not come on when selected, I would check the bulbs, if they are good then I would look at the harness wich runs under the battery. GM in all its vast knowlegde ran the harness between the frame work and the windshield washer tank, sguished the harness there causing schaffing and corrosion to the wires. I have repaired 4 sunfires this year alone with headlight or fog light problems and each time the problem was in that harness..

Good observation, yes it would. The service light is indicating there is a problem with the system that operates your fog lights.
It is generally one of three things. A dash switch, fog light relay or blown fuse. You can check the fuse in the fuse panel and make certain it is good. If it is OK, you can go to your local Auto Zone or Advance Auto Parts and they will scan your car for diagnostic codes at no cost to you.
Write the codes down and respond back, we will go from there.
Good luck, let me know.
