shack....when I go to start the car she wants to start but doesnt....I have replaced the battery and spark plugs and still nothing...I am so confused...she has been sitting for about a week. Please help

I changed spark plugs and battery and I know its not the starter because when I turn the key it almost wants to start but for some rreason it doesn't want to kick over, I have heard from family that it might be the celanoid on the starter or even spark plug wires.

    she is non-trubo

Look at the positive cable running from the battery to the starter, make sure it isn't pinched or damaged anywhere and is corrosion free. If that doesn't solve the problem, I would remove the starter and take it down to your local Advance Auto. They will be able to test it for you free of charge. That should help you eliminate that as a possibility.

Though your symptoms do sound like a dragging starter.

I'm assuming you are meaning that the car turns over but won't start.

    Is this turbo or non-turbo?

CAR WONT START AT TIMES AND I NEED A JUMP OR WAIT 15 MINUTES

I believe the problem is a bad starter solenoid, mounted on your starter. The electrical contacts inside it may be pitted and a little burnt, causing it to sometimes connect and sometimes not. It's a common problem and can be aggravated or caused from your loose battery connections.
You have to pull the starter off and separate the starter motor and the solenoid, if you just want to replace the solenoid. Some resourceful guys say you can sand or emory cloth the contacts, and turn them a bit till a new, clean contact surface is available. If you're in a git-n-go mood, swap in a new or used starter with solenoid attached.

I have a 2001 mitsubishi eclipse, it starts most of the time, but 5 times now I can go somewhere get back in the car, wont start, already have new battery, have noticed each time it's been raining? it had...

Turn your steering column while turning on the car this should help. I had a problem with mine once and it did this (wouldn't start) but once the battery was replaced problem went away. You could also have a defected battery which also happened to my 2001 Eclipse RS last year.

2001 Mitsubishi eclipse wont start

you don't hit the alternator, you hit the starter to help is shake free because it is already going bad. take battery and alternator to parts store and have both tested. check the wires at the starter and make sure they are on SECURELY. very important SOLID CONTACT is occurring. do your lights turn on? check starter relay if the eclipse is equipped with one.

My check engine and battery light came on in my 1996 eclipse it started idiling down and up drove it home next day i replaced the battery both lights still stayed on then the car did not want to start ,...

Well this could be any part of your charging system first start cheap check wires for breaks or frays. Since you have replaced the battery next check the alternator. If that doesn't do it let me know I'll research this a little more.
