I have 1998 escort and when you say it is hard to start how hard do you mean? Ford does have a Technical Service Bulletin (TSB) for this car on hard starting. It says that it is okay for this car to be hard starting, it will not hurt anything, just don't push on the gas pedal while trying to start it. My hard starting comes and goes, some times starts on the first crank, some times it starts on the 4 or 5 crank. When I first got the car it was more severe and even though the TSB said not to push on the gas pedal to get it going a few times it would only start if I put the gas pedal 1/4 the way down. I have not had to do this in years though.

When you first get into the car, turn the key on all the way till all the lights come on on the dash, but not far enough to start it , wait a minute, then crank it over, if it starts right up, then it is a fuel pressure problem, possibly your fuel pump. if it still wont start right up, your fuel lines from the tank may be clogged.

All of these problems point to a fuel delivery problem.
The fact that a fuel treatment helped, leads me to believe its a dirty fuel system. Also, the cold start problem is an enrichment problem, as there has to be a richer mixture to fire when its cold than hot.
First thing to check is the fuel filter that may be located in the fuel tank.

98 ford escort zx2 dies when it drops below 1000 rpms

I doubt the two problems are related.
The computer uses an idle speed control valve to regulate idle speed. The valve controls the amount of air entering the intake.
You should have a check engine light on and also a stored trouble code for the valve. It could also be a problem with the throttle plate in the throttle body.

1998 ford escort fuel pump intermittent

Your description says you hear the pump running but not pumping fuel. I am wondering how you know it isn't pumping fuel?

Clearly it is possible for a pump to run and not pump fuel but that would not be the fault of the pump. That condition would most likely be caused by something in the fuel tank blocking the intake to the fuel pump.

Mostly if the fuel pump is good and heard to be running it can be assumed it is pumping fuel if fuel is there to be pumped. If there is doubt then a proper test should be carried out at the time when it doesn't start. It might be a good idea to check inside the fuel tank for dirt, water, foreign objects...

Does the fuel filter on a 1998 Ford Escort ever need replacing? The owner's service manual doesn't require it.

The fuel filter does need to be changed, approximately every 30,000 miles / 24 months, whichever comes first.

You just need to replace your PCV valve. Unfournately, that is a part only found at a Fordhouse.
