Look at the bottom side of your steering column, the plastic covering... There's a little round plastic piece that is removeable, it's pretty much right under the ignition key switch. Remove it. If you can see up in there, there's a small round metal piece, that's the release for the key to turn. Try pressing is gently with an ink pen and turning the key at the same time.

They will bolt up. You may want to get the wiring plugs off the 97 t case as they will be different from yours. Or use your old t case

97 chevy s10 wont start

Then the problem is likely the ignition switch, or the neutral safety switch. Try jamming it into park a couple of times to see if it helps. If it does, you will need to change the neutral safety. If it doesnt, probably going to need an ignition switch. Those trucks, jimmys, and blazers are famous for ignition switch problems.

2000 Chevy s10 manual changed starter still won't start the starter is spinning but the engine won't turn over.

Do you have the correct starter and is it grinding, this sounds like a bad flywheel or wrong starter or even a bad one. look at teeth of flywheel and see if they are damaged. good day
