Front turn siganl won't flash

My front passenger turn signal stays on when i turn my right signal on and goes off when i turn my signal off. The rear passenger turn siganl comes on and goes off like normal. I tried changing the front turn signal but with the same outcome.

check the ground on turn signal, take a length of wire and go from bulb socket to a good ground. and see if that makes a differance.
