It sounds like you have a vaccum leak to the engine. with the engine running at idle listen to see if you can hear a hissing noise especially around the intake manifold

2000 4 cyl eclipse no power to one coil pack any ideas?

Looking OK is not the answer. Go to a wrecking yard, get another coil pack and try it. If you mean there is no power to the pack then get a pal and an electrical tester and check the continuity of the supply. Be careful, the voltages at the coil are high enough to kill.

do a basic tuneup on the vehicle, that sould solve the problem. fuel filter, new plugs and wires. most likely will solve your problem, if still throws a misfire code, you need to replace the coil pack

I have a 99 eclipse 2.0 manual. It has a rough idle when u slowly give it gas it seems to run ok. But when u give it gas fast it flutters and bogs down and will not get up and go. I changed the spark plugs...

Have gapped the spark plug? Adjust the timing? If haven;t done these, my advise would be to bring ur car to a mechanic and adjust the timing and set the gap of the plugs!

4th cylinder misfire in '96 eclipse rs(5 speed if it makes a dif)

There may be a problem with the coil pack causing this misfire or the timing is off enough to cause late or early firing of the plug.

CodePO403 does not go away

P0403 Exhaust gas recirculation circuit malfunction.
The EGR valve is not happy.
This may require a new EGR valve.
I would try fuel injector cleaner first.
Put a full bottle in 1/3 tank of gas a give it a good run....could be a piece of carbon holding the valve out of position.
Does it idle ok?
A rougher than normal or faster than normal idle speed could be a stuck valve.
