You will have to remove the instrument panel, but not the whole dash. See here, p111. Note you only have to do steps 9, 10, 14 to 16, 19 to 23. When you take out the instrument panel, you will see the light in its socket on the back. It is a wedge type globe, quite easily available.

SOURCE: how can i burn out the check engine light bulb

The bulb is integral with the dash so the only real way to get it to turn off is to repair the related problem that is causing it to turn on. I know that it's a pain when the lamp is on but it serves as an important warning device for dozens of vital engine and emission related functions that can cause some pretty nasty and very expensive engine or converter damage if not caught in time so I''d advise against disabling the bulb for this reason.

What is bulb position light failure? what is whistling noise mean once the car warms up

Bulb position light failure indicates that you have a burned bulb somewhere around the car. Check all of them. Brake lights, parking lights, flasher and so and so.

This is a very common problem with Volvo.

You could alo get this problem eventhough no bulb is burned. If it's the case, test each bulb contact in their socket playing with them. Make sure you put some electric grease on contact replacing the bulbs.

Check if there were a recall for your specific vehicule and if it has been done on yours. I know that during the years, some recalls were adressing this type of problem.

Regarding whistling noise during warm up try to remove oil filling cap during engine is running. if the noise stops it's probably the PCV that is blocked and need to be replaced. If it doesn't fix it, let us know and we will go more in depth.
Hope it helped

1991 Chevy Blazer dashboard lights are burned out. Can't read

Your dash needs to come out. These bulbs push into a plastic piece that "twists" into the back of the dash board. (About a 1/4 turn) Unless you can get at them from underneath, but I think it's to tight.

All light bulbs burn out again and again, how to fix this.

Check the battery voltage with the engine running at idle and at 2000 RPM. Voltage should not exceed 13.6 volts. To burn out bulbs the alternator would have to run at 15 + volts to fatigue bulbs. If the voltage is high, investigate charging system.
Let me know.
