the fuse located under the Hood is good,. This is what I am dealing with: I had to drop the fuel tank on my 95 discovery because I got it from someone who had it sitting up for years. the gas in the tank had turned into gum. Cleaned the tank, had to replace the fuel pump , filter and also disconnected the fuel lines and blew them clear with air. put it all back together and would not start. I took one of the vacuum hose from the intake and poured some gas in it and the truck would run until the gas is gone. look for power at the fuel pump connector at the fuel pump in the fuel tank (the wire that should have power when the engine is running or cranking over is White and Purple (maybe White and Pink, I can't remember). These cars also have a fuel pump inertia switch (a crash protection device, if it fails the fuel pump looses power), located passenger side rear of the engine compartment, same type used on Jaguars seen the fail, just press the button on top of the inertia switch to reset it or temporarily bridge the two wires and see if the engine now starts. Fuel pump relay is behind the right front kick panel at passenger right foot well.
Check fuel pump, fuel pump relay, and also check inertia switch. In ertia switch is usually located inside the cabin on the driverside fire wall on most Ford products.
This switch is located on the inside of the hood on the fire wall; just push it down. Anytime the vehicle is hit/over tilted/turnover, it kicks the Inertia switch off.
The code P1451 on a Land Rover is "Leakage Detection Module Motor power stage error Drive cycle A:Signal out
of range - above maximum". This is an OBD-II diagnostic system code. As far as I know, a 1995 Land Rover Discovery does not use a OBD-II system. Is it possible that this rover is a later model year
Sounds like the pump could be bad, if you have not replaced it. A bad pump will exhibit symptoms like this sometimes and we have even had it happen with brand new, OEM aftermarket pumps.

did you check all the relays under the hood for the fuel pump ?
