You have two choices. either replace the radio. or open the radio up and tighten the 11mm set nut behind the face to restore the operation of the loose knob.

My fade and balance knobs on my 1996 GM Delco radio are split. Where can i get replacements?

Go to your local junkyard and pull them off of a car they have. It should be one of these pull-it-yourself places. They often have a computerized inventory locator program to tell you where cars like yours are. Some of the full service junkyards might not like you taking knobs off of the radios, but the self-serve ones don't care.

There is no volume on my radio

U most likely have a factory auxiliary amplifier in the car, the radio is just a control head, that amplifier may be defective and hence no sound.
