04 toyota 4 runner shifter makes a noise like a fan hitting something then goes away after i shift it back and forth a few times?

Check and bleed the clutch as it appears that there is insufficient dis-engagement of the clutch and the shaft is still spinning . This is causing you to hit the dogs in the gear box and grating the gear teeth.

You need to reset the light with a scan tool, the same one you used to read the code in the first place.

This happen to my aunts GMC yukon at I hop and the solution was a cable under the truck was disconnected and just needed to be reconnected.

High pitch noise from under hood when i start my 2005 toyota 4 runner. The noise stops after about 30 seconds. sounds like a turbo charger spooling up but i dont have one.

You could remove the serpentine belt and see if the noise continues, then check each component one at a time.
You describe a slipping belt because the alternator pulls hard for the first few seconds after you start the engine.

I have a 1995 toyota 4-runner sometimes when i turn the key on wont start it makes a clicking noise so i have to keep turning the key back and forth we have put in 2 starters and 2 batteries

Make sure the negative battery cable is connected tight to the engine.
The problem might also be the ignition switch itself.

Some vehicles I have had to wire an accessory relay to the starter, to give it a few more amps\volts to make them work.

You should be able to remove just the fan blower from under the passenger side dash and clean out the housing and the blower wheel

Whining engine

It could be a pully bearing going bad, or your power stearing pump. next time you start it when it's cold try moving your steering wheel left to righ and see if there is any changes. The next time try removing your belt before you start it and see if the noise goes away. The belt could be warn out and hard itll it warms up and soften up. Start with a new belt. Good luck
