2006 Boxster Brake repair light

My 2006 Boster has 28000 miles on it, and I drive it very easily since I bought it new in 2006. Recently , the brake light comes 'ON' indicates some problem in the brake (i.e. pads, sensor??).

My question is that is it normal to have brake pad replace with only 28000 miles on the car? Dealer said it will cost 400 to 1000 to do this job, and I am in tight budget now. Any suggestion?

Of course this is normal brake last around 12000 if you a like on the brakes some people are always on the brakes and go through brake pads every 2 to 3 month lol,, the front are at least 85% of the cars braking power so thats why the rear brakes last a lot longer, if you buy the parts yourself they are pritty easy to fit. if you wont me to give full instruction on how to change these I will do this would save you alot of money

Once brake indicator light comes on, how soon should service be done?

I would get that taken care of soon, not more than 5k miles after the light comes on. If the pads wear all the way through to the rotors you won't have any brakes and you'll damage the brakes.

Bought 2003 Tribute V6 recently. Is it normal to hear loud vaccuum noise coming from pedal area when foot not on brake? Also, is it normal for fuel gauge too rapidly fluctuate, went down a quarter after 38...

No, none of this is normal. The load vacuum noise may be a busted diaphragm in the brake booster. The fluctuating fuel gauge is either a bad sending unit in the fuel tank or a bad fuel gauge.
