If the ac is working correctly, then the temp door actuator motor is the problem,it is located on top of the blower box, open the glove box,and remove the keepers to allow the door on the glove box to lay down, look up,and to the left, towards the drivers side,on top of the blower box there is a flat looking box with a wire connector ,with multi wires on the connector. It has three screws holding it to the blower box,the rear one will be a pickle to remove. The actuator motor has to be replaced to fix the problem.
replacing a blend door actuator is a tedious job. You have to remove the steering column taking xtra careful for the wirings. Complete removal of the dashboard, remove the instr. cluster, radio , glove box.Remove the console box, discharge the freon ,disconnect the heater hoses, ac hoses. After removing the dash you can gain access of the ac/heater phlenum. Remove the blend door actutor.bolts and screws are sometimes in a concealed location so xtra patience is needed.

blendor actuators have issue with the plastic gears inside geting striped out. listen for poping or clicking noise when turning temp control if you hear the noise you need a blendor actuator.
This noise is the air temperature control blend door actuator motor, it has stripped the little plastic reduction drive gears, this is a common problem on Explorer and the Expedition, in order to change this motor u must remove the dash assembly, the blend door motor is in the approx center of the air distribution plenum between the heater core and the AC evaporator core.
