possibly the bled door is stuck open so only the cold air from a/c works when on defrost vs closing to allow heat to cycle through the system as defrost runs through the a/c system
the 1990 taurus did not have a dual cam. the only motor was a 3.0 or a 3.8. the dual cam was first in 1998 . you will need to remove the power steering brachet and pump
Is battery fully charged? And possibly could be fuel regulator also. There is a YouTube video about something like this...vacuum line might have a hole and fuel pump may have connections backwards..
Pretty tough job,,if you dont work on cars much..You have to remove the water pump,,and also alot of the accessories around the water pump..You also have to drop the front of the oil pan down ,,to remove the timing cover..I always like to remove the oil pan and replace the gasket on it as well...
