Most likely you need new brake pads.if there are rear drum brakes it is possible that there is a build up of brake dust in the drums.you will have to inspect front and back brakes.

I use powder you know like a baby powder and thst works great to make the sound go away.
but i see that the last time he had them change was in 2012???? that's five years ago!!! either he never drives it or you made a typo.
if its only the sound try baby powder not to much just a bit on the rotters.
if it has been five years ago since he change them he need to change them like yesterday!
brake pads don't get dry by the way!

Loud noise burning smell

Most likely a belt problem or a worn out tensioner. You left off the year, make, model and engine so it's a guessing gamet. Read this post on how to track down the source of noise

I put new brake pads and rotors on my 1998 windstar and it still squeels when i stop

incorrect pad material
brake manufacturers make 3 different pads for different applications and you need the pads used for taxi operations
there are anti noise pads fitted behind the pads ( plastic inserts and springs in use also to stop the noise
make sure that the callipers are free to slide on the mounting pins
other items like slotted and drilled rotors may be a help
talk with accredited specialist brake shops to make sure that during the replacement process you didn't miss a vital item that is now causing the noise

My brakes are squeeling very loud is this because they are new and need bedding in is this true

that is very much a possibility. other aspect to this could be that they need to be adjusted

Front right wheel making loud sound

if the sound is a roaring noise, replaced the wheel bearings, if its a squeeling or rubbing when pressing the brake pedal while the vehicle is in motion replaced the pads and mayne the rotors
