yes, you have to use a stearing wheel puller to pull the wheel off . get at you local parts store or use their loaner tool.

my name is michael. You said it will go into 4 low but not into 4 hi. Have you lifted the truck to see if it is operational? Does your 4x4 light come on? Does it grind into either 4 hi or low? If Your Front CV shaft is broken it will not engage...Shaft can be in visibly good shape, but you might hear a knocking sound or a shutter when turning sharply. I had this problem this last winter. Get under the truck and try and turn the CV by hand. if it can be rotated, it is bad.
