Put gagues on system check to see if system is full of r134a or if refridgerant has leaked out if no r134a in system ,interduce dye into system to find leak. if pleanty of R134a in system check all fuses and relay, if all is good check compressor

I have a 99 Honda civic and it's turning over but not starting it does have spark and fuel so I don't know why this is happening

basic engine troubleshooting (suck air,squeeze fuel/air, bang/fire , Blow out )

go thru each step and verify that each step is completed , these steps can all be done without dissasembly of engine and with nothing more than a screwdriver, Your hand , and a can of starting fluid

Troubleshooting guide

ill do the first steps, can do all.
1: check fuses.
2: is the AC cutting out , at the same time as the compressor clutch
disengages? y/n
3: does the blower fan cut out?

Blower turns off when turning the ac on?

1) you have some short in the electrical system with the switch AC, test it and replace.
2) Test the relais for AC, blower use the VOM.
3) see the diagram and follow the step with logic sense for troubleshooting.

Y wont my heater get hot and my ac wont get cold?

Ok well every heating system and A/c system work very much the same...there are some troubleshooting Steps I would suggest...
First for the heating issue:
Step 1: Check Coolant level Low coolant can cause warm to cool air threw your heating system, not enough to fully heat...Caution: make sure the engine is cool when checking..You should have a tank that you can see the level..if not the top of the radiator is good.
Step 2: Any leaks in the coolant system, by just looking under the hood depending on the color, (Purple, Red, Orange, and Green) The system needs to obtain a certain Pressure to be effective..
Step 3: If all above checks ok...Assuming the blower motor is working correctly and good flow is present, there may be a vacuum leak or electronic divert-er malfunctioning( mixing cold and hot air thus getting warm air)
Step 4: Bring it to a shop, you may have a plugged heater core, an malfunctioning Thermostat, or an inefficient water pump...Hope this helps.

As for the A/c Not cooling...All cars that are 96 or newer must be charged with R-134a refrigerant...This can only be serviced by a shop that can deal with A/C recharging...could be low refrigerant, bad a/c clutch, bad compressor good luck hope this help

The ac in my 1998 Lincoln Towncar is bolowing very hot air. The evapoarator and lines under the hood are cold and there is condensation present on them. The temperature controls switch seems to be working...

Your lines are cooling but you still have heat coming out. Check you heater lines going to the firewall. On one of them is a valve most likely with a vacum line attached. You should be able to close that valve manually and see if that resolves the issue. If it does you have two options. 1, Replace the valve or trace down the vacum line and see if you can repair it. 2, You can disconnect both heater lines and connect them together basically removing the heater from the equation. Another problem could be the AC coil not working as it should due to a blockage of some type but this is unlikely since you lines are cooling.

After changing sparks plugs and coils on 2005 expediton, I reset the engine light by removing battery cable. Now AC will not blow cold air. I've check all the fuses in fuse box with in the cab. Does the...

You can't reset the light by removing the battery cable. It must be turned off with a scan-tool. However, if the light is on you need to pull the code(s) that caused it to come on in the first place, diagnose the problem, make repair, turn off the light and re-test.

The a/c blowing warm air is a separate issue. Perform basic a/c troubleshooting. Start by attaching a manifold gauge set to check the charge level. Report results back here if you have trouble.
