The fuel pump relay on your 1991 DeVille is in the relay center underneath the passenger side of the dash, to access, take down the sound barrier under the right side of the dash panel (7mm). The third one from the bottom right relay position is for the fuel pump (be sure to count any vacant positions, you may not have all the accessories).However, if you just want to check if it is good, you can run a fused jumper from the positive battery post to the prime connector. The prime connector is green with a red wire (not connected to anything else), It's located underneath a cover on the firewall a few inches inboard of the right hood hinge.
