the brake switch is what is used to disengage the cruise, so I would check to see if the brake pedal is slightly contacting the switch to keep the cruise disengaged..it is located just on the back side of the brake pedal arm up under the dash...it may be out of adjustment or maybe just plain defective

Those circuits run through the ignition switch. Had replaced mine for the same problem.

Check the fuse(s), it could have been tripped. Also could be a short (a common place is in the cigarette lighter). As for the steering wheel involvement, what do you mean by 'pull down'? Turn it, adjust it, just literally pull/push down on it?
