Suggest you change hazard flasher 'can' first, then go to the hazard switch. I'm betting it's the flasher can.

Adjust the neutral safety switch (if I remember correctly it's behind the shift arm on the transmission on yours.) Switch also sets point where trigger for starter operates so make sure both are working when you have moved the switch. If you can't get both to work properly, switch is worn and needs replacement.
SOURCE: how to replace the brake light switch on a 1998
Brake light switch is active by the brake paddle.
Before you start, take a picture or do a sketch of the spring or linkage around the brake paddle.
Move the seat back will give you better access.
Press the paddle and the inner side (closer to the firewall) of the paddle will activate the switch.
Please keep in mind there are fuse(s) to protect the lighting circuit.
Check all the fuses before you R&R the brake switch,

you're gonna have to be on your back for a little bit.....sorry bout the bad news. The brake switch is on the brake pedal itself closer to the top........you will need a small pick to remove the clip holding the switch on....gonna be a little tricky, but it does come off....also you have a electrical connector to remove from the switch also then you can remove it
