The best thing to do is to buy a Chilton,s repair manual. It has step by step procedures. You can get one at most auto parts stores. They coast anywhere from $10-$30 dollars.

Probably not. That's just the interlock between the ignition switch and the steering. **** the steering wheel very hard to one side or the other as you turn the key. It's more common than you might think and all car are guilty of it.

If you intend to keep the vehicle long term, I would suggest you invest in a Haynes Manual, That is worth its weight in gold, for this and any other project..

Just be very careful when removing the airbag - disconnect the battery and short the circuit before touching the connectors.
Your second problem is caused by a failure of the relay - replace it
