Have the belt checked. Your Tercel has one (or more, sorry I'm not sure) belt that spins the pulleys of different engine components.See if you can turn the wheel while someone looks at the belt. Does it seem to 'slip' or squeal, screech? One of the components is the power steering pump, another is the air conditioner. If the belt is slipping the engine components won't be 'powered', or in other words, they won't work properly. It sounds like it could be a problem with a belt, is there any unusual noise when turning the steering wheel when it becomes stiff? Did both problems occur at the same time? The only way I know of to bleed a power steering system is to turn the steering wheel from lock to lock (all the way to one side and then turn all the way to the other side) 3 or 4 times. that will bleed all the air out of the system. You might have had a leak for a longer than that you realized and by fixing the hose the power steering works VERY good and you are no long used to how easy it once worked.

Look at the amount of power steering fluid in your power steering pump.
If it is low, then add until a normal level.
If you don't know how to check or add fluid correctly get help in doing so.
If this does not help, then have the Power Steering Pump Tested by a mechanic.
