My 99 vw beetle won't start after it ran...

my 99 vw beetle won't start after it ran out of gas. it acts like it wants to turn over but all it does is run my battery dead from many attempts to get it started.the oil light comes on but the oil is fine.what can be the problem.

some times when you run them out of fuel the fuel pump locks up
